high idle and cant get into diagnostic mode to get codes

I just installed a new turbo on my 90' supra. After the install its idling kinda high 1100rpm. I wanted to set base timing and clear any codes. The engine light is on. But when I put my jumper wire in I get nothing, no codes and engine light is still on. I dont know if its in diagnostic mode so I dont want to mess with timing. I pulled the efi for 30+ seconds to try to clear but nothing changed... Also I checked hoses and connections cant find anything I left off. When i got the car the turbo was bad and had been set up to run without it and it ran and idled normal. Any advice?thanks.

Any ideas why I cant get into diagnostic mode. Engine is off, jumper wire inserted ignition on, tried both on and in acc.

sorry, its suppose to be on ON since acc is first and ON is second, its when all the lights on your dashboard light up,
sometimes it woudlent register so you have to insert the paper clip in more, happens to me too.

wiggle it around or insert it in more, you would see the engine light flashing
