Help with Gauge Cluster lights

my gauge cluster lights aren't working now, and when ever i switch on my lights my dash lights die. this happened after my bro n law was messing around with it without my consent :: angry ::
i dont know what he did to mess it up, before today it was working fine.
could it just be some wiring problems? if so how would i fix it?
