Help identify Paint defect on New Car

Paint defect on a new car. A girl at work bought a new 2009 Saturn. She told me the paint had one issue but the dealer said they would buff it out. I am no paint expert but I don't think this defect can be buffed out. It looks to me like the paint is separating or bubbling off of the primer. Need your opinions please. I think the the whole hood needs to be repainted.

Yeah, that doesn't look like orange peal, looks like something under the paint (rust, oil, ect)

I don't think its orange peal either. I think I could stick my finger nail in it and peal the paint off. Hope the dealer does the right thing.

The dealer picked up the car and they repainted the hood. The dealer made it right but it leaves me wondering what other gremlins are lurking in a GM car that was assembled by disgruntled union workers?

like poodles said, I would guess dirt, rust, oil, or moisture under the paint. When I was 16 my buddy got his monte carlo painted at a ghetto body shop. They didnt even wash the car, there was dirt trapped under the paint all over the place.:nono: taught us both the value of quality paint work.
