Heater fan stopped working

New resistor put in, problems ensue.
Low, medium and high officially work, but only about 25% of what they should. I can hear the blower motor whirring, but it's a lot louder than it should be, and once or twice it sounded like it was clicking or hitting something, and it slowly twirled to a stop. Then it didn't work again for a few minutes.
I'm almost positive all the wiring is fine, all the clips are where they should be and they look almost new, seeing as how they've been covered up all these years.
Bad motor? Should I test it for resistance? What else could it be? The center console is lit up fine, and I can hear the vents switching as they should, so I doubt it's the console.
