This is a common problem with a simple fix. Locate the hard vaccum line that runs across the firewall going from the driver's side to passenger. Hint its the only hard vaccum line.
The line runs into an actuator on the passenger side. It is very common for this hard line to break or somehow get punctured. With the heat on full blast and an assistant check to see if the actuator moves when the heat is turned on, if it does'nt move check for leaks in the line and patch or replace with new line. Hope that does it for u.:icon_bigg

if you don't want to have to do the check of all that push the pluger up into the it's self on the heather vsv and you should get hot air quick if the pluger will not stay up on it's own then get a piece of wire and tie it open for the winter just a idea on how to fix it cheap and quick

or you could just bypass the heater valve al-together and remove it like i did, or you could also zip tie/wrap with a coat hanger it open if you're in a tight spot money/time wise.

edit: isnms beat me to posting a pic, and m dialup didn't show it. :p

lol, shaeff

EDIT TO DIAGRAM:
Thankfully, very recently, I was informed that the check valve should remain in line. The heater vacuum valve should not see positive pressure. I reworked my image to show the correct way to bypass the heater vsv.
