You can start off by
calling the local district atturney where the offending vendor is.
They may ask you to call both your local police to file a claim, and the PD were the offending vendor is.
It takes a little work, but it's better than paying a percentage to a lawyer.......
I have done this on several occasions over the years.
Sometime an offending vendor just puts things off because they don't want to face reality thet their business is tanking.
Sometimes they just take care of the squeekiest wheel.
One can ignore e-mails from someone they don't know, but will jump when they get a call from the local DA.
There is also the FBI internet fraud division, IC3.
I used them to recover $2200 for a black rifle from an internet/forum gun dealer in florida.
To do this, you need to document everything, gather as much info on other people who are after the offending vendor, and get them to file a claim with IC3 also with refference to your case number.
If the offending vendor wants to play hide & seek with bill collectors, then they may pay more attention to the the guys in black suits
