hard to get past 13 psi

ok so my mods are maftpro with speed density 57trim ct 26,eletronic boost controller,hard pipe inter cooler kit,tial bov, kn filter, lc1 wideband, wlabro fuel pump, new felpro gasket kit with arp studs.
now i keep hitting fuel cut at 13 psi i can peak 14 15 .
would this be a boost leak ??
plz list possible reasons why

On map based systems such as yours you can have a boost leak that will not effect AFRs This is because with no AFM or MAF the system does not account for and add fuel for lost air aka boost leak.

Make your self a boost leak tester and get too it. Let us know what you find.
