Grounding issue, I think. HELP pls

Car is an 87 turbo and this issue i have is a ground issue i think. The issue seems to be central to the int items, gauges, radio, cig lighter ect. It does come and go it is perfect some times and other the isssue stays. If the car is on and the issue starts it has no effect on the motor at all and the volt meter on my turbo timer stays stedy between 13.9-14.5. The voltage reads the same both when this issue is and is not there but the battery light comes on and off and when under load be it brake lights headlight power windows ect everything dims and radio and cig light got out for a sec or two but still no effect on the motor. And if the issue is going on when turned off it take a couple of hours to before it will start and all lights and gauges are dim. The pos and neg cables on the battery are 2 ga and brand new with no effect on the problem and had alt tested and it was fine. Battery is fine also. At this point i am lost and not sure where to go. Any help with other ground points and or things to check would be appriciated and i could use the help getting my DD back to reliable.

Those were all fine and i wire brushed and reconnected the fender grounds, There good but still having the issue, Where are the main body to frame grounds
