Agh! You, sir, have just hit my own grammar peeve -- "a lot" is a phrase that contains two words.

EDIT: also,
"I wonder whose fault it is."
would be correct grammar. It is phrased as a statement. To phrase it as a question, you would say
"I wonder, whose fault is it?"

Heh... I'm going to stop now. :)

I've never witnessed the example you've left us with however I'm sure I'd be annoyed as well.

Being grammatically incorrect every once in a while is fine as long as you are doing your best to be correct. The same goes with spelling.
