Im also for the pre89 gauge cluster, the tick marks help a lot.

You could just swap out the gauge faces for the 89+

The PCF is different on 90-92.

87-89 same PCF
90-92 same PCF.

He has one choice if he wants to upgrade to a newer year cluster and that is from a 89 and 89 ONLY, NOT a 89+ (the + is were he messed up)
