Hey how many freeze plugs are there? Is it only 9? I got them from toyota and they said there is only 9. But I see 11 openings.

Now if I remember correctly their sizes are as follows:
2@ 30mm on the left side
1@ 35mm in the back
7@ 40mm (3 on the left side & 4 on the right side)
1 flat dish like plug in the front.
11 total (which is comprised of 4 different plugs)

The block you bought originally came with a 7M crank.
It is the later year type (although I am not 100% sure that makes a difference...).

EDIT - To add below:
I would recommend using FIPG when installing them.
I would also go with Toyota plugs as well for two reasons:
1) They are brass (if I remember correctly, which is better than galvanized steel).
2) They are on the money as far as sizing goes (as previously stated
