Failed NJ Inspection for Sequential Stop Lights a/k/a WIG WAG

Has anyone encountered this? The rear tail lights work normally except if the lights are on and you press the brakes. In my case, the rear driver side lamp lights the outer left bulb, but not the inner left bulb. On the passenger side both bulbs light up. Any suggestions would greatly help. I’m trying to avoid the stealership if possible. Thanks.

bad ground bad bulbs....

it could be a bad ground. Also did you make sure the bulb was installed correctly. I kid you not I seen where someone was able to force the bulb in the WRONG way so it was backwards!
