engine code 51

My car is throwing an engine code 51. Would a defective throttle position sensor or the other related issues to this code prevent the car from starting?

What troubleshooting techniques are there for the throttle position sensor?

if i remember right,

check to see if the a/c switch was on. also if your foot was on the gas it throgh that code.
