there is a code 22 as well. I think it may be safer for me to bring it in to have this checked out rather than diy, but I'm gonna have to try and fix it all myself first anyway.

Fix the code 22. That is by far the best move at this point. The ECU temp sensor is on the thermostat flange. It may be as simple as a broken wire at the connector there. With the sensor bad you would not expect optimal emissions performance.

it usually runs on the safe side (read : RICH and retarded timing)

car is getting inspected again this thursday, hopefully shes passing. o2 sensor has been inspected and may be replaced (i have one in the box waiting for failure of emissions again), water temp sensor has been replaced.

timing will be checked, I've checked plugs, wish me luck. if this doesn't go well I'm going for an exhaust overhaul! (somewhat hoping it fails becausethat will help me force myself to spend the time at 3am and money to replace downpipe through tips

As I've said many times before that's simply not true. A code 22 will result in the ECU defaulting to a coolant temp of 180 F, same as a hot engine with a working coolant sensor. Timing is not effected. The engine will run lean when cold though. Now a shifted sensor, that's a different story, but it won't set a code 22.

High HC but everythnig else looks good.

Did you run it on the highway for 15 minutes prior to getting the test done? if the O2 sensor is reading Lambda = 1 then those unburnt HC should be taken care of by the Cat.

I did drive on highway prior to dropping it off for the inspection, but they kept the car from 8am until 3pm and I am betting they cold start put it on the machine. I can't check the lamda as I don't have a scale.

lambda = 1 = 14.6 on the gasoline AFR scale ;)

the water temp and 02 sensor wiring seemed to be loose, tightened some connections up, and it got her down close to passing. Alittle chemical additive "guaranteed to pass" did the rest. Im going to go ahead with replacing the 02 sensor anyways, but at least i don't need to worry about inspection for another year (during which time ill be making a few mods that should help out with this next year--sensors, exhaust)
