Electrical Guys chime in - grounds question

In a couple months (when I return home from overseas) I will be reassembling my car after its paint/bodywork adventures. Prior to teardown, I beleive my car had some grounding issues, as my voltage was often unstable, which lead to things like my fuel pump (walbro) under-performing at idle. When I go to reassemble, are there any special precautions I should take when installing the various ground wires throughout the body of my car? Should I just tap all holes to get the paint out, or should I clean away some paint to increase the contact area of the ground on the body? I will be cleaning or replacing all of my ground wires regardless, I was just wondering if I should take any further action to eliminate the problems I had before.

Can't hurt to get a nice, clean, bare metal contact for the ground wire. Don't worry about cleaning the bolt holes, though. :) New ground wires will likely take care of it right out of the box, actually.

thats a great idea, I never thought of that, plus in theory it should keep the contacts clean for the life of the car.
