nah even with that big turbo under load it should go way past 15lbs no problem.
may not reach full boost in 1rst gear but in 3rd and 4th under load u should def see way more than 15lbs.
Wat are you using to control boost? Are the boost controller lines hooked up correctly and not reversed?
when the car hits 15 is it a spike to 15lbs? spike past it and then falls off to it? or spikes to a diff number and than creeps up to 15lbs?
Also do a boost leak tester and check for boost leaks, On my old setup i used to have a turbo xs rfl bov that would leak at 18lbs, no matter how much i turn the screw on my boost controller in, it would only go to 18lbs thats it. I did a boost leak test and saw that it was leaking, when and got a hks ssqv, ( real one) and went past 20lbs no problem.
