Tim, any metal surface should be grounded (if you still have the ground wire running from the battery to the fender).
You can always ensure the area you are connected to has ground, by connecting a test light between the + battery terminal, and the point you are trying to ground at.
You may have some paint or something interfering with your ground. CLEAN BARE metal is best.
