when you pull the boot up, theres a bolt on the right that faces up (it's pretty small), twist it to the right and it should tighten the line

make sure you do this with the brake disengaged

everybody is correct!!!
take the boot off and you'll see where the cable comes up through the bottom of the handle. There's 2 10mm nuts tightened together. Loosen the top one then tighten the bottom one then tighten the top one. I think the book says it should click 8 times or something when you pull up on it. I think mine is like 6.

You could also adjust the clearance of the shoes but it's not gonna have as much of an affect. If you suspect that the shoes are the problem then you should probably adjust those and then the handle.

The offickial Toyota standard for a pull up parking brake is 5-8 clicks. Pull out, such as on Tacomas is more. I don't remember the exact number, but something like 10-15.

I usually just adjust the shoes at the drums. If you use the ebrake a lot while driving (slowing down without brake lights for the "oh shit I didn't see that cop" or drifting), you may want to replace your parking brake shoes...

Don't tighten it too much, my e-brake just straight out snapped a few months back...

gotta leave it in 1st wherever I park, and make sure the incline's not so steep, or I'm screwed..

my e brake as been shit since ive had my car. The handle goes to the top of its travel and it wont hold the car even on the slightest hill. i tried adjusting it from the handle but i think the adjuster nut is at the end of its travel. Car is low miles, but previous owner did have rotors replaced. Could the shoes be that out of adjustment? Or is there something wrong with my cable? (my fear)

If he had the rotors replaced the E-brake shoes could very well be out of adjustment. I'd look there first, and if you are adjusting back at the shoe, make sure the handle is as loose as possible so that you will regain your handle adjustment after the shoe is tight for fine tuning. Because I know I do not want to have to pull my rear wheels every few months to take up that little bit of slack in my E-brake.

Yeah check the shoes first. I gotta do mine myself. But I did adjust the cable at the handle. It used to go all the way up and now mine goes up 6 or 7 clicks - no more.

It used to roll on hills but on a decent hill it will hold if i pull it up all the way to 7 clicks. But i still park it in gear to be safe until I replace and adjust the shoes. Just don't tighten it too much and/or pull your handle up like CRAZY TIGHT when you park or you might snap your cable.

I'm also looking into getting an aftermarket e-brake handle too. Not sure how to do it though. I think you may have to pull the handle hard to remove it.

you can get some e-brake covers off ebay that just go over the top of your current one... some look alright, others looks crap.

Or buy a whole new handle assembly from the dealer for $75...
Or get the handle recovered...

Keep in mind the e-brake shoes have very little meat on em, so check the TSRM for spec.
