Code 25?

Ok well about 1 week ago i was getting code 25 and 26, now ive fixed my wiring harness wires that were messed up and I have replaced my CPS and set timing. Now im only getting Code 25 which is Air Fuel Ratio Lean Malfunction (not enough gas). What should i check first or what can the cause of this code be? Im also running slightly more boost on the stock CT26.

Mods:

Stock Trim Ct26 on 10 psi
3" down pipe and 3" exhaust (stock elbow)
R154 swap, swapped in Manual ECU when i fixed the wiring.
K&N filter
2.5 Hard pipes

and thats basically it i think.

O2 sensor is new BTW.

Also arent codes 25 and 26 for California models only? And dont cali models have sub oxygen sensors? Cuz mine only has one O2 sensor on the turbo elbow. Y bought the car with a 3" DP and it had no cats. So im confused here, and theres no connectors hanging loose either.
