If it's in fact related to a loose belt, you may want to check out my adjuster solution, here: http://www.supramania.com/forums/showthread.php?95407-Power-Steering-pump-adjustment-solution it worked out great, and was relatively easy to do.

No...belt tension is fine. It has something to do with the resevoir. I tried the GE res without changing anything and the power steering worked fine. I checked the hoses on the GTE res and no blockages. Cleaned the res and tried it again and it did the same thing....no power steering.
It just seems really strange to me.....any ideas?

I think the screen inside the reservoir is torn apart.
There are more known cases (you can look them op using search) where the reservoir is the problem and every time it's the screen inside that's broken.
Replace it with a known good one and off you go.
