Google Sketchup... or sketchit, something like that.
I used it briefly, it's very shiney with lots of cool graphics, but not really something to use for engineering. But, it's about the only free one I can think of.
Otherwise you could... 'find'... Autocad.

A free 3d cad program that I have been using for some time is Alibre Design Xpress. Pretty good for a free program.
