I think it was just convenient for the JZ's to put it near the turbos because then they can route it directly from the compressor outlet into the turbo's inlets.
If they had it by the TB, they would have to run a hose all the way to the turbo inlet (esp w/ the usdm 2JZ having a MAF), or vent it to the atmosphere (1JZGTE, JDM 2JZGTE) which could possibly keep the enigne from being imported into other countries because of emissions.
