Bottom line on charcoal canister?

Is the line coming off the bottom of the charcoal canister supposed to be vented to atmosphere?

There are 3 lines connected on a 7M charcoal canister. There are 2 soft lines on the top and 1 hard line on the bottom.

The 2 soft lines on top, one is the feed vapor line from the fuel tank. The other goes to the BVSV.

The bottom hard line goes into a rubber grommet in the body. It vents to atmosphere from the factory.
