I dont believe there are any replaceable seals in the actuator, in fact Im pretty sure you cant take it apart at all. Its basically a diaphram in a can. I would be guessing but I doubt they are terribly expensive.

Thats what I figured. I can check with a buddy to see if he has some laying around that might be good. If not I'll look around for a new one from Toyota.
