boost controller not working? help

i have a 1992 surpa mkIII with 7mgte, t61 turbo, front mount intercooler, hard pipes, and hallman evo pro in cabin boost controller. i have everything hooked up just like it says to and yet when i drive and try to change boost it stays the same? any ideas?

Just so we can verify, exactly how is it hooked up?

Just incase you didn't know, you can't make your boost lower then stock waste gate settings.

Just like it says, intake to boostcontroller to wastegate and yeah I know that but it won't change boost at all. All the way up is 5 psi all the way down is 5 psi open wastegate is 5 psi...

Maybe its defective or most likely there is something else going on?
