Baffled by 88 gauge cluster problems

I bought an 88 turbo a little over a year ago that was in pieces and had the crank bolt broke off and seized. The car has been setting for several years prior to purchase. I bought a new engine for it and have been slowly piecing the car back together as I have time and money. Got the car running finally but none of my gauges work. I checked the fuse and pin c8 and have battery voltage to the cluster. I tested all the gauges per the tsrm and all ohm test ok. The tach sets at about 400rpm and doesnt move reguardless of key position or if the engine is running. Temp gauge sets about 3/4 of the way up and pegs if you turn the key to "on". boost gauge sets at 5lbs or so and doesnt move. Fuel gauge sets a little over half tank and hasnt moved even though i had to drain the tank to put a new fuel pump in and only put 5 galllons back in. The oil pressure gauge sets at 30lbs and doesnt move either.

I'm fighting the same gremlins myself, same year Supra. Through testing, swapping out gauges, and cleaning I've managed to get everything but the fuel gauge to work. Speed sensor #1 is still a problem as well.
