Bad AFR at low boost, correct at full

Ok, i change my aeromotive AFPR today. The system now retain pressure for a lot of time after shut off. It was still at the same pressure (38) after 2-3 min.
but my low boost AFR was still at the same lean level. So i decide to reinitialize my APEXI NEO. That resolves my problem. Its running correct at low boost. But it is now pig rich at 16psi. So the question is : how the hell do you set a SAFC or NEO for both low and high boost if its doesnt require the same level of adjustement???
I have the 560cc and lexus maf for those who dont know. setting on my neo was from -5 at 2500 rpm to -25 at 6000 rpm ( gradually)

I tune my NEO to 11.0 AFR for Hi throttle setting. I boost to 16 PSI with a good AFR.
But when i put the boost controller to the minimum, it still super lean. So much lean than when i'm in 4 gear on the highway and i WOT at low boost i see - - on my AEM wideband. Like more lean than the gauge could read. A little scarry... I try upping the fuel pressure but my next step will be to change the AFPR like IJ says...

If you are using the Afc neo to tune dont know if u know about the bug, but if your afc neo ver. is v1.104 below you should send it back for a reflash if you havent done so already? hopefully this will fix ur issue. http://www.3si.org/forum/f1/apex-afc-neo-confirmed-programming-bug-karman-function-doesnt-work-419786/
