That is not a problem.
Basically, if you want to test a motor to see if it is running, just send a singal to the ECU to have it "turn on," and then probe the start to crank and it will run. The wiring that is sent out is usually for the body plugs so if that does not work, it is not a problem but you help in solving the issues though. It would not make a difference if the port worked or not since I did not see the "check engine light" illuminate when you turned the ignition on, so you would not be able to check codes anyway.
Someone did not wire that in. Usually when that is not illuminated, it means the ECU is not turning on but since you are getting spark and pulse, it is on but the light is not wired up.
