Latley my car Wont boost over 5 psi, when i normally run it at 14, and at around 3000 Rpms i start running rich. Am i right to assume that this a boost leak?

Sounds like boost leak. There are other possibilities though. What were the last few things you worked on with the car, that might be a clue. Visually check the #1 intercooler hose off the bottom of the turbo and the 3000 pipe -> throttle body hoses. 99% of the time that is where the leak starts. Doesn't take long to check those, although you may find it easier to feel around the #1 intercooler hose. Typically around the hose clamp is the failure point.
