Look at this for the coolant hose routing:
http://www.cygnusx1.net/supra/Library/TSRM/MK3/manual.aspx?Section=CO&P=2

Hose starts at the hard line that goes around the block, drivers side rear of the motor--->TB--->ISCV--->fitting on the bottom if the lower intake manifold, under the #2 runner.

You likely have a vac leak...check this:
Block off the hose that runs from the accordion hose to the ISCV so no air can pass while the car is running. If it dies, you don't have a leak...if it keeps running, you do ;)

Well that little hose by the ISC, i pinched it while the car was on. The car didn't die it was idle really really low!! I guess i have a vac.:nono: leak i can't think of where that might be. My boost gauge reads Vac 20psi at idle good or bad??

Behind the engine where the EGR goes there's 1 hole back there. I stuck my finger in there and it was pretty deep, im more then sure this is where the block off plate goes for the EGR right??? if so i think that's the vac. leak

LOL...yeah, that hole goes all the way to under the TB and is the path for EGR exhaust gas. I would call that a vac leak ;)
I would install an EGR...it's benefits far out weigh any downside. The potentional of a lean condition caused by no EGR in the 3000-4000 RPM range under load can ruin your whole day.

Vac is measured in in/HG not psi...this is a good read:

ima try and get some pictures up and running i would love to take a video but my phone is gay and i have no camera :*(

Did you check your MAF? I would check that. My friend had a problem like that in his 91. He had a lexus MAF on it, he took it out and put the stock one back on and the problem went away. Then he cleaned the lexus MAF and he put it back on and the problem was fixed.

The 7M-GTE has a Karmen Vortex AFM, not a MAF. Cleaning the electronic sensor on it with carb or brake cleaner is a very, very bad idea.

Here's the diagram:
http://www.cygnusx1.net/supra/Library/TSRM/MK3/manual.aspx?Section=EC&P=4

Any EGR valve and modulator from a turbo Mk III will work...you will also need the VSV. There is a specific side the EGR vac modulator port is attached to the VSV, with the other side attached to the EGR valve. There is a EGR cooler plate on the rear of the head...that MUST be there.

Before you install, clean out the manifold hole all the way to the middle...use a 1-2' long 3/8" piece of wire rope frayed on the end and an electric drill.

I hope it's there...if not, it is one royal PITA to install due to limited space between the head and firewall. If you get an EGR from the junk yard, make sure you clean the valve out (not the modulator) really well...a few good blasts with brake cleaner to remove carbon. Make sure the valve is not sticking..
