No, the gauge should read pressure anytime the car is running. If it's not reading anything, it's likely the gauge (or the regulartor) is defective.

I can't think of an easy way other than borrow a gauge or AFPR and swap them out and see if it fixes the problem.

I guess the gauge would be easier to test if you can find a way of putting pressure to it. Maybe with an air hose.
