If its hooked up and your getting a code 71 then it is probably indicating a real EGR failure. Try this test

Only other thing is the gasket that i used on the metal tube of the egr was off alittle bit. Autozone gave it to me.
Side note. Every Throttle body gasket i have got including a engine Gasket kit from toyota the hole was to small had to cut it... also other gaskets like egr seem off.

Probably because we'd like to help him but he's not making it easy. And he really needs to RTFM, something he appears very resistant to doing...
Only 20 bucks for a Haynes. I know it sucks, but it would be sufficient for his problem, since telling him about ordering a real one for 50 and waiting like a month for it would send him into shock.

And its not that i just thought it might help because after reading the manual i saw that i was missing some things and it might be obvious to one of you guys (And wasn't to me) that this was the problem.
I thought it was something i did wrong installing it after my i put my head on because it was not throwing the code be for and only things i changed was gasket witch seemed to not be the correct one. witch Toyota and Autozone told me it was. and the dashpot does not have the vtv and filter anymore because i miss placed it.
Ethier way i do appreciate the help from every one.

He even has the EWD. If you want to do it yourself, at least have the right tools. The EWD would fill in so many blanks.
