From what I can tell the ass dyno normally mistakes torque for horse power. I used to know this guy who insisted his bone stock 1988 mercury cougar had about 300hp because of the ass dyno.

just a stupid question here but how do i shim my wastegate??

Washers go between the turbo housing and the wastegate mounting bracket. Using the search function will yield lots of results.
