Back on topic. A resident alien's income is generally subject to tax in the same manner as a U.S. citizen.
You failed to say if your brother would be paid as an employee (with taxes withheld from each paycheck), or if he would be paid as an independent contractor (with no taxes withheld).
If paid as an employee, his take home pay would break down like this:
Gross pay is $30,000. His annual tax would be $782.50 plus 15% of the amount over $7,825 up to $31,850.
Run the math out and his take home would be about $497 a week.
If paid as a contractor, the taxation rates are higher. It's a complex subject. Go to the IRS website and see Publication 519, U.S. Tax Guide for Aliens

As stated by several people above, the cost of living in the US is considerably lower in the South, specifically the South East (barring Florida). The west coast and the North East are prohibitively expensive places to live for someone in that salary range.
Generally in the US, the further out from the center of the nearest large city you can get , the lower the cost of living.
I live about 25 miles from the center of downtown Atlanta and you could live "ok" for that amount around here.
