How exactly does speed cut work? Is there a point where the ECU gets a signal (IE +5V instead of the usual 0V)? What would happen after that?

I thought the speed cut on mk3's was only if they had a 1GGTE cuz lets face it that lil pos couldnt push a celica to 140+
