The O2 signal oscillates normally, it's not the easiest thing to test for 100% accuracy.

Check your ground strap and check the gauge wiring. Personally I'd run a tap trough the O2 bung and clean out the threads for a good connection... they should've known better then to just spray over that.

Ditch the Chiltons.

I don't know if it would make the differences you're seeing, but you might also want to test for an offset between E1 at the ECU and your ground strap.

Gona sound really goofy the kind of exhoust doesnt have a bung it has the plate with the 2 holes in it to mount the outher plate to. Yeah I know. But I grounded the actual plate not the exhoust to the ground wire running to the trans ground. I have a feeling it might be a global grounding issue and I may have to run a new grounding plate because the car will show a deep deep lean condition unless I cruize on the highway a few miles and then it starts to operate. I believe there is a ground that needs to warm up somewhere on the car and then it starts to operate. Yay for jap cars needing 517 ground wires :(

Heat shouldn't be an issue when you're running a more efficient header (the air will reach the sensor quicker and thus will have had less time to cool) and it's ceramic coated (keeps the heat in). There are situations where this could be a problem, but I think it's unlikely here... especially since it apparently wasn't an issue before.

Just to get back on topic for a moment... I know, sorry...

I recently installed a nice matched set of GTE injectors (perfect set, WOOT!). From what I found prior to finishing my tune, even with 15% pulled from my mainscale my AFR were still in the 11's!!! Unless they've got a means to tune their fuel a person would be an idiot to drop these in an otherwise stock GE.

Keep in mind that the GTE injectors probably flow around 33% more than the GE injectors on average... if you like nice clean cylinders then GTE injectors are a great way to make sure they're frequently washed. ;)
