What is your fuel pressure set at on the adjustable fuel pressure regulator that you didn't mention you had in the first six posts?
Also, please update if you've:
repaired the broken FPR vsv
replaced the broken o2 sensor
checked to see if the J-tube was drilled out

If you need to test the cold start injector- it's pretty simple, and illustrated in the TSRM.

I don't have an AFPR, as I also don't know if the fuel pump is a walbro 255. The previous owner had a ghetto setup AFPR on it so I reverted back to stock fuel pressure regulator. I need to repair the VSV wiring and the O2 sensor just left rockauto.com. If I drill out the j-tube with the stock fuel pump(I don't know which I have because I haven't dropped the tank yet) will it affect anything? Could I pull the cold start injector fuel line and put a PSI gauge in its place to find out what the PSI at idle is?

Okay so a little update but not a good one. I started my car this morning to let it warm up and sat in the car while it warmed up. After it got closer and closer to operating temperatures, the idles started to oscillate getting worse and worse. It goes from 700-600 then 800-500 then 900-400 then stalls. Starts back up fine and will do it again unless I hold the throttle to about 900-1000 rpms. It's just making me ever so more confused.

Edit: Could this be the ISCV acting stupid? I'll clean it later and see how it goes. It sounds like the ISCV is moving causing the idle to act like it is but can't keep up when the rpms get so far apart.

It could be the iscv clean it then update...I had a 93 eclipse gsx that did the same thing but it ended up being the coolant temp sensor for the ecu of all things lol.

I'd hate to have to drop the tank, just to see what name is printed on the side of the pump.
Can you still contact the previous owner?
Repair the O2 and VSV issues, then you should look for the unknowns.

Yea, I got the fixes to those problems on the way. I don't want to drop the tank just to see what FP I have either lol. Would a cold start injector constantly running cause this issue? It has been running a bit rich at all rpms, does drive because I drove the car home but acts like it's getting too much fuel at some times. I'll try unplugged the cold start injector time switch and see if it helps the idle. The car should atleast idle with the VSV and O2 sensor acting up because I've temporarily deleted the VSV for the FPU by looping the vacuum line and the O2 sensor has nothing to do with idle.

I'd keep looking for wiring issues and broken pieces...From the info you have given it sounds like the old owner of the car didn't keep the maintance up on it at all.

Yep, everything was adjusted properly. I fixed the problem, I drove it to a shop with it stalling out everytime I stop, put a smoker on it and started fixing vacuum leaks. When we started testing every little thing, the EGR valve started blowing smoke out of it. So I put a new egr valve on, hardwired the O2 sensor and fixed a vacuum leak at where the two intake manifold pieces meet and the car drives great. Doesn't stall anymore.
