The damper isn't on zero when the cams are lined up. More like 2 or 3 degrees. I don't do the belt with the damper on the cogged crank pulley for the belt. I have some pictures, give me a moment.
Now, I haven't seen the damper timing marks line up to zero on a timing belt on a Supra. Newer Toyotas (mid 90's and up) have a notch on the actual pulley and timing comver, just like the cam pulleys.
All the ones I have seen and done look like this.
Yeah, that means the timing light mark is not optimal.
