440cc Injectors Flowing 405cc's

I got a set of 440cc injectors (stock Aristo's) and had them cleaned and flow tested. They are only flowing 405. Is this normal?

what pressure did they test them at? I think the norm is just over 30

i believe they should have tested them at 43.5psi
