Yes, it's dependent on many factors. In my case, I was running 8 psi with no problems, until I installed a three inch downpipe. Then I started hitting fuel cut.

Not surprising, the down pipe was less restrictive, airflow could more easily exit so more air could easily enter. Also the difference in pressure ratio across the turbine wheel most likely increased boost pressure a bit.

i wasent assuming it was stock. i know its stock. i put the motor in. lol

The motor has little to do with the electronics, Unless you ment that you swapped in turbo electronics including TCCS and AFM. Either way like i said, It varys car to car. Im not calling you a liar.

if i have a bad afm will i still hit fuel cut?

Define "Bad". If the speed sensor is inoperative, commonly seen after cleaning, the car will likely barely run if at all. If the air temp sensor circuit is open, it would default to a failsafe value with little effect on fuel cut, as much as colder or warmer ambient air temp would change it.

Fuel cut is based off of readings the TCCS needs to keep the engine in running state. If those signals are missing it wont be able to determine fuel cut, but it also wont be able to determine fuel delivery either.
