Its time for a new AFM most likely as 31 is the AFM signal code. I would see if you can borrows someone elses just to try it out when your car is cold. That is where I would start.
Do you have a stock DP? If not you have a serious boost leak. Having said that, even with a stock DP you should see more than 5 psi....closer to 8 if my memory serves me right. As far as your plugs go....I would recommend using the NGKs and checking your timing. Have you checked your codes? If...

I got beat.....We went from a 60 roll and I got the jump right away, a half a car length. I had him all the way through 3rd and when i shifted to 4th he started catching up. By 110 mph he was ahead by a half a car and then we had to get on our brakes pretty hard. No idea on the size of the turbo...
