I would not cut the bumper or remove the bumper support. The minor (if any) power gains is not worth having a hacked up, sagging bumper not to mention the safety issue of not having a bumper support
It should be around 14.7 at idle give or take a few tenths. I had an issue with my bov leaking at idle it would idle low and go very lean. It was a greddy type s vented to atmosphere and i put my hand over the discbarge port the idle immediatly jumped up
An original greddy type s works well recirculated. I agree on the eBay bov's not working that good, both the hks and greddy replicas were night and day difference from the authentics.

I would replace the vacuum line first to rule it out. Just bring it to a auto parts store the will match up the correct size, you can get around a 1/4" fuel line that is much better quality than a regular vacuum hose

Ya it goes away if I push in the clutch or take it out of gear and also if its in gear but I'm giving it gas and accelerating. Only happens when decelerating in gear
I was thinking clutch/tranny but wanted to rule out anything else before pulling the tranny... ugh
