I came here to say that. The long aluminum head on the Supra relies on even loading on ALL of those bolts. If any of them were loose, that's your problem.

Surging idle and boost problems are almost always caused by a boost/vacuum leak. I'll give you 10:1 odds you have one and you just haven't found it yet. It could be anywhere between the AFM and the intake manifold. Trace everything, double and triple check - you'll find it.
