Use a punch and put a small hole down underneath. Do it from the bottom under the car.

He just needs to know that he's running a higher compression block and take precautions regarding boost and octane.. it definately can be done.

If it had a full tank, I'd put a guess toward a vacuum lock on the fuel. Will go away with time or it is prevented by either unscrewing the cap at the time of the problem to allow the vacuum to resolve (you hear it when you gas up - if you gas yourself - not in OR though) or getting a vented...
