wells, ya gotta do something to pass emissions, you're very close on hc's. Id grab some cheap ngk copper plugs and throw them in there... they're like a couple bucks a plug... and if it works, great.
Doubt a boost leak is the problem, the load test for emissions is a 50/15 i believe... 50% load at 15mph, i doubt it'll be in boost, likely under 20+ inches of Hg of vacuum. If there was a boost leak under vacuum like that it'd be lean if anything, it basically cruises on the dyno.
Hydrocarbons are unburned fuel. Do you have the fuel pressure raised? How old is your 02 sensor? How are the spark plugs? Wires? What are your mods? Did they run it without warming up the car?

It is required by law for every tire to have a valid DOT # with a date on it on one side of the tire. If you have directional tires, 2 of the 4 you wont see the date on because they're flipped.
