Found out what the issue was. The harness is hacked up though the seller told me it was uncut and pulled from a running car. The IH1 was jacked up bad. the hacked wires were hidden behind electrical tape. here's the pic of the IH1 plug harness side you can is the pic clearly the starter...

hook up the Intake air temp sensor for sure... it's job is to read how dense the air is and adjust fuel accordingly.
