He said easiest and cheapest. You will have to replace the headlamp itself because those old ones even when brand new perform poorly. Get the Hella E-Code which replace it with a H4 housing with very good results. The key here is the "E-Code" headlights, not their DOT version.

It "looks" to just be irritation. Many cats get similar looking rashes because they scratch it too much. Either there are fleas or ticks that is bothering this area (could just be skin irritation too). Take the cat to the vet just to be sure, but in the rare case that one of my cat has a flea or...
