How I do it: Select the area you want to change. Image -> Adjustments -> Color Balance Mess with it from there. :)

Decided that going that dark wasn't what I wanted to do: I'd like to do a red light coming from the bottom of the image. I don't work much in colored light, so we'll see how this goes.
