If you pulled those plugs before you fixed the boost leak, I would put in new ones and drive around for a bit, then pull them and take a look.
Like others have mentioned, did you check the piping that comes off the turbo? Mine split all down the back side where I couldn't see it. Boost...
Quit looking for people to back up a bad idea. Sure people can pull it off, but why? If you are doing a proper rebuild, it is not much more expensive and it's the right way to do it.

BY fitting wider, stickier tires you will be getting a functional upgrade. Unless you want to spend thousands on wheels, there is no way to end up with a lighter wheel/tire combo than stock. This is assuming you want to get wider, larger rims and tires.

The head bolts aren't TTY but that doesn't mean a previous owner didn't get too aggressive torquing them down. It is best to measure all the bolts to check for necking. Necking signifies yield force has been applied and plastic deformation has occurred. At this point, file them in the round...

Not yet. The full rear suspension is being done as soon as the snow melts. That includes the traction bars and poly bushings. I will then go to the track and see what happens. It has to be better than it is now. My only other options would be to replace the shocks. They are getting old...
Is there an acceptable range of hardness that our head should be in? The second machine shop said they would check the head for hardness but I failed to ask how they would do that.

It isn't just under the mud flap moulding that is the problem. It is the mud flap itself. It is metal backed and rusts from the inside out. I had to replace at least one of mine. It was a long time ago and I don't recall 100%.
Common places for rust are wheel wells, rear tire well...
It just annoys the hell out of me that there isn't a machine shop that can do the job right. If at all possible I only want to build this motor once. In the near future, I will be shooting for a decent amount of power and I want the most reliable engine possible. At the end of the day, $400...
