thats the vacume operated valve that opens and closes to allow water into your heater core.. not sure the technical name..heater bypass valve?

That is a heater control valve. It shuts off the flow of hot coolant to the heater core when you have the A/C on full cold.

Many cars won't have these anymore, or they will be bypassed - the part wasn't terribly well designed and many of them have broken, preventing the owners from getting any heat inside the cabin at all.

ahh..... do i really need it connected? it was disconnected since the first day i got the car. never had any problems with it....

How often do you need heat in Puerto Rico? ;)

Disconnected = closed, so you are not getting any water circulation thru the heater core.

If you want heat you will need to prop it open. Can do this mechanically (tie wraps for the win!) or just by moving the vacuum supply from the CSV to the top of the actuator can.

Did these valves fail at the VSV or the actuator? Mine is still working :)

can i just take it out and plug up the hole nearest to the back wall?

heh, i just removed mine completely. :) it cleans up the firewall quite a bit. you'd be surprised. it didnt work, and i dont have A/C, so i didnt need it.

Yea, you can remove the whole assy, cap off the vacuum at the metal line from the engine. Just get a hose from a parts house that is curved to go straight into the heater core. As everyone said, the valve was designed to stay open except during the coldest (65*) setting on the a/c controls.

i removed the whole damn thing yesterday night. all that's left is the black hose that seems to pick up water from the front part of the windshield. didnt touch it yet. can i take that out too or should i just clog it up in case something drips inside?
